WILLAY is SZL's independent safety-verdict gateway, informed by public Fable/Mythos interface patterns. Anthropic describes Fable 5.1 and Mythos 5.1 as the same underlying model with different safeguards; SZL does not serve either model. WILLAY makes its own governance decision inspectable and signs a verdict receipt when signing is available. Requests to this gateway pass through transparent rules; a verified signed Khipu 3-of-4 quorum is required to allow (checked in-process; witness envelopes are not exported). Restraint is attached as context, not another execution gate. The verdict plus its reasoning is returned with a DSSE provenance receipt when available. No model inference. 0 CDN. trust < 100% by doctrine — tamper-evident, fallible
